Bill of Rights 1689 — John Somers

After the Glorious Revolution, England's Convention Parliament forced new monarchs William and Mary to accept this declaration of rights. Drafted mainly by John Somers, it consolidated parliamentary sovereignty over the Crown, banned standing armies in peacetime, and guaranteed free elections and parliamentary free speech, later inspiring both Blackstone and the US Bill of Rights.
